C is the closest to correct of the available choices. The Roosevelt Administration accepted the authority of the Supreme Court. In 1937, Roosevelt proposed to enlarge the membership of the Court (the so-called "court packing plan"), but Congress failed to approve it. One of the Justices changed his mind on some New Deal legislation, so it was said "a switch in time saves nine." Congress also adopted a retirement plan for the Justices, and they started to retire. By the time Roosevelt's term was over, he had appointed 8 of 9 Justices, and had no significant trouble with the Court after that, which approved most if not all of his legislation.
