Feral cat help?

there has been a feral cat that has been roaming around my neighboorhood for years, we feed her (pretty sure its a her) every day twice a day and have been for a few years and before that someone else did until they moved.. but up until recently maybe in may he was TERRIFIED of humans, if you even came near him he bolted.. but now he'll come up to you and sort of be a little iffy and then get totally lost in a daze as you pet her and rub her and she'll just rub around you forever.. and tonight i went outside and she jumped right off the wall and ran up to me and seemed totally fine.. she is rather jumpy but is there anything i can do? i live in ct. and i feel like it gets really chilly and she gets cold..
