I got Phlebitis after the doctor did a blood test.should I complain for Mal-practice?

after 3 days the tested part was a bit painful as days went by it became worst and on the 6th day I saw my veins from the tested part up to my armpit turned somewhat greenish-violet and can't hardly move my right hand..I feel numbness from it and the pain reaches to my upper right back. the doctor said it's Phlebitis and gave me ibuprofen and other pain reliever. he wasn't able to explain it well in English as he's a Thai so, when I reached home I opened my laptop and research for Phlebitis and I read that if chest pain occurs it's dangerous I had chest pain the other day and I feel like I'm having difficulty breathing.. what will I do should I go back to the doctor and let them check if there's a blood clot or what?? or should I just complain for Mal-practice or carelessness? please advice me.
