My neighbor is victimizing me and getting away with it.?

She is mentally challenged when it is convenient.She tells the apt manager she doesnt mean whatever she has done.But repeats the action, and tortures me.She has ruined my life and I cannot afford to move.I work and they take taxes out to support people like her.She sleeps late and eats at restaurants every day.While I am kept up by her all night.She slams and plays loud music.If I tell anyone and complain she retaliates.Constantly living in fear of her retaliation.
