How can i fix this 72buick steering wheel?

i bought for my husband a 1972 buick wood steering wheel for his 79 buick that he is getting the new engine in. what kind of sand paper should i use and who sales a good burgundy colored wood stainer? totally clueless about this future project need all the help i can get so i can have this surprise ready for when he comes home.
